F&F Stormwater Solutions was founded in October 2023, but the expertise behind it goes back to 2008. Johnathan Frey, the company's founder, began his stormwater career in Maryland while the industry's regulatory framework was still taking shape. He spent those early years growing aquatic plants, managing SCMs, and performing installations at a scale that gave him direct experience across the full stormwater lifecycle.

That background gives F&F Stormwater something most newer firms simply do not have: field-level understanding of how these systems are designed, how they fail, and what it takes to fix them properly. Johnathan holds certifications in SCM inspection, Confined Space entry, and Aquatic Herbicide application, and performs work that most contractors in the region are not equipped to handle.

F&F Stormwater was built on straightforward commitments: do all work in-house, respond to every call and email the same day, price jobs fairly, and deliver documentation your regulators accept. The clients are commercial property owners, banks, HOAs, municipalities, engineers, and chain store operators who need a contractor that shows up and communicates clearly.

These certifications are what allow F&F Stormwater to perform work that most stormwater contractors in our region cannot. Each one required training, examination, and ongoing compliance.

SCM Certified

Stormwater Control Measure certification authorizes F&F Stormwater to perform certified annual SCM inspections and produce compliance reports accepted by state and local regulatory authorities across our service area.

Confined Space Certified

OSHA-compliant confined space certification allows our crews to safely enter underground detention vaults, stormbox systems, and other permit-required confined spaces. Most stormwater contractors are not certified for this work.

Aquatic Herbicide Licensed

State-issued Aquatic Herbicide license permits in-house chemical treatment of aquatic vegetation and algae. All treatments performed by licensed applicators using products and methods appropriate for the water body type and regulatory classification.

F&F Stormwater Solutions was founded in October 2023 by a stormwater professional who began his career in Maryland in 2008, when commercial stormwater management regulations were first taking shape in the region. Over 15 years he grew aquatic plants for a large stormwater firm, managed SCMs across multiple sites, and performed hands-on installations. That field-level background is what separates F&F Stormwater from firms built on a business background rather than a technical one.

Subcontracting introduces a layer between the client and the people doing the work. With it comes inconsistent quality, inflated pricing, and diluted accountability. F&F Stormwater was built specifically to avoid that model. Every crew member is trained and certified to our standards, every project is executed by people we are directly responsible for, and every invoice reflects the actual cost of the work rather than a subcontractor markup.

F&F Stormwater holds three specialized certifications: SCM Certification, which authorizes us to perform certified annual inspections and produce regulatory-accepted compliance reports; Confined Space Certification, which allows our crews to safely enter underground detention vaults and other permit-required confined spaces under OSHA standards; and an Aquatic Herbicide License, which permits in-house chemical treatment of aquatic vegetation and algae in stormwater water bodies.

The most important factors are certification (SCM inspection certification is required to produce regulatory-accepted compliance reports), scope capability (can they handle confined space work, herbicide application, and structural repairs in-house?), documentation quality (can they produce reports in the format your jurisdiction accepts?), and communication practices (do they respond quickly and proactively?). Always ask whether the person who inspects your system is the same team who performs any required repairs.

General landscaping and pond maintenance companies typically do not hold SCM inspection certifications, cannot produce regulatory compliance reports, are not authorized to perform confined space entry, and do not carry aquatic herbicide licenses. F&F Stormwater is a specialized stormwater contractor focused entirely on engineered stormwater systems and their regulatory requirements. The distinction matters when your system is inspected and your compliance record is reviewed by a regulator.

Formal commercial stormwater management programs began taking shape in the late 1990s and early 2000s, driven by Phase II of the federal NPDES stormwater permit program, which extended requirements to smaller municipalities and construction sites. By 2008, when F&F Stormwater's founder entered the industry, states like Maryland were developing some of the most comprehensive SCM maintenance and inspection requirements in the country. NC, VA, SC, and DC have continued to strengthen their programs significantly since, with annual inspection requirements now standard for most commercial SCMs.
